About the speakers:
Joanna George Allison, Esq., Staff Attorney, Volunteer Lawyers Project. Ms. Allison concentrates her practice in the areas of bankruptcy, consumer, homeownership and landlord tenant law. She is a frequent speaker and instructor on these topics at the Boston Bar Association Continuing Legal Education program and other venues. Joanna graduated from the University of North Carolina School of Law in 1988 and practiced in North Carolina before coming to Boston as a fellow at the National Consumer Law Center.
Deirdre Jacobs Hall, Homeownership Coordinator, Quincy Community Action Programs, Inc. At QCAP, Ms. Hall leads First Time Homebuyer Group Education and delivers one-on-one pre-purchase counseling, reverse mortgage counseling and foreclosure prevention services. Prior to joining QCAP, Ms. Hall worked at the Norfolk District Attorney's Office in the Appellate Division and also worked as a congressional intern for Congressman William Delahunt. She holds a Bachelor of Arts in Sociology and Criminal Justice from UMASS Boston and a Juris Doctor from New England School of Law.
Mayté A. Rivera, Deputy Commissioner, CRA/Fair Lending, Education and Outreach, Division of Banks. As former Director of Northern Essex Community College's Community and Enterprise Development Center (2002-2007), Ms. Rivera worked and provided technical assistance to Latino small business owners and entrepreneurs, spearheaded the first foreclosure prevention taskforce in Lawrence, conducted public policy and urban research, provided strategic planning and fundraising technical assistance for nonprofits and faith-based organizations, and implemented financial literacy programs for public housing families and residents in the Merrimack Valley region. Ms. Rivera has written numerous articles and columns on local economic and community development as well as on housing issues. She has served on the board of the Merrimack Valley Federal Credit Union, Lawrence CommunityWorks, Lawrence Hispanic Chamber of Commerce, and is a former member of the Federal Reserve Bank of Boston's Community Development Advisory Council. Under her capacity as Deputy Commissioner of CRA, Fair Lending, Education and Outreach at the Division of Banks, Ms. Rivera is responsible for the oversight of Community Reinvestment examinations for depository and non-depository institutions. She manages all community outreach and education components of the Division, and works closely with mortgage lending and banking trade organizations to ensure cross-sector understanding of foreclosure-prevention regulations and statutory matters, particularly related to Chapter 206, An Act Protecting and Preserving Home Ownership. She also manages the Massachusetts Foreclosure Petition database and handles all foreclosure-related statistics as well as reporting for the Divisions of Banks. Ms. Rivera holds a master's degree in Community Economic Development from Southern New Hampshire University and is a doctoral candidate at Northeastern University in the Law, Policy and Society Program. Her dissertation focus is Latino wealth-retention, specifically examining homeownership rates and contrasting same with foreclosure trends in Lawrence, Massachusetts.
About the Lawyers Clearinghouse: The Lawyers Clearinghouse was founded in 1988 by the Boston and Massachusetts Bar Associations to direct the pro bono resources of the private bar to fight homelessness and to assist nonprofit groups to provide affordable housing in Massachusetts. The Clearinghouse offers pro bono legal referral and legal workshops to nonprofit organizations or those seeking nonprofit status to further their goals. It also provides legal representation to guests of local homeless shelters. The Clearinghouse has served as the model used by bar sponsored pro bono groups throughout the country in establishing similar programs, including the District of Columbia, Rhode Island, and Maryland.
